
A second, independent reviewer judges it under the identical policy — a review is a different reader, never a softer one. Four outcomes, all of them honest:
overturned— that exact content is cleared for 24 hours and the identical send goes through.upheld— the refusal stands.not_appealable— the block is deterministic policy and there is no review to run. Saying so beats pretending.not_blocked— the content is not refused at all; something else went wrong.
An appeal is not a re-roll: for 24 hours, identical content replays its stored outcome, so re-submitting changes nothing. Ten appeals per workspace per 24 hours.
